In the accessibility statement, we will explain how the valtakunnansovittelija.fi website of the Ministry of Economic Affairs and Employment complies with the Act on the Provision of Digital Services, what shortcomings exist in the accessibility of the website and how you can give us feedback on accessibility issues. How accessible is the website?

Valtakunnansovittelija.fi website largely meets the A and AA requirements of the WCAG 2.1 accessibility criteria required under the Act. However, some shortcomings in accessibility, which are described in more detail in this statement, still exist.

The accessibility of the website is monitored with the help of support programmes and the problems identified so far have been rectified. Accessibility will be taken into account in the development of all new features. In addition, we regularly monitor the accessibility of the service through support programmes, for example, and address any technical and content-related shortcomings in the service.

Non-accessible content or functions

Order of page heading levels

The order of page heading levels is partly incorrect. This may make it more difficult to browse the page using a screen reader. A page’s HTML code may contain extra heading levels with no text. These will appear on a screen reader as empty headings. (WCAG 1.3.1)

Text alternatives for images

The content pages have some images for which no text alternatives have been defined. (WCAG 1.1.1)

Accessibility issues in PDF documents

The website contains PDF documents produced by the National Conciliator’s Office and published after 23 September 2018 that do not meet the accessibility requirements.

  • The documents may include visual elements and diagrams that are missing text alternatives. (WCAG 1.1.1)
  • The PDF documents may have layout issues that hamper screen reader use, such as unnecessary line breaks and headings with no heading levels. (WCAG 1.3.1)
  • Table structures in some PDF documents have issues that hamper screen reader use; for example, table structures are used for text layout, there are no programmatically determined column headings, and similar data has been divided into several tables. (WCAG 1.3.1)
  • There may be shortcomings in file metadata, such as missing titles or incorrect language specifications and author information. (WCAG 1.3.1)

Naming links

Some pages on the website may use the same link text for links that direct the user to different destinations. The names of some links are too common and do not work separately from the context. The site contains image links that lack a text alternative indicating the purpose of the link. (WCAG 2.4.4)

Visual formatting

There are instances where HTML code has been used to format the content. Body text formatting may contain incorrect tags in the HTML code. The bold, font, u, and strike tags may have been used incorrectly. These may appear as errors for users of assistive devices. (WCAG 1.3.1)

Contrast issues in the content

The contrast ratio between text and background colour is not always sufficient. Problems appear e.g. in the text content. (WCAG 1.4.3)

Content not covered by the applicable legislation

The website has content that is not subject to the requirements of the legislation. Such content includes

  • files published before 23 September 2018
  • third-party files that are not produced, funded or supervised by the service provider itself.
