Work stoppage announced for the University of Helsinki on 28 February 2018
A work stoppage was announced by the Public Sector Negotiating Commission JUKO ry, the Federation of Salaried Employees Pardia ry and the Trade Union for the Public and Welfare Sectors JHL ry, following a standstill in the collective agreement negotiations.
A 24-hour collective action was announced to take place at the University of Helsinki on 28 February 2018. The strike would involve all members in the three participating trade unions who are covered by the general collective agreement for universities. Work tasks excluded from the strike are listed below.
The Public Sector Negotiating Commission JUKO ry, the Federation of Salaried Employees Pardia ry and the Trade Union for the Public and Welfare Sectors JHL ry explain that the reason for the announced work stoppage is to facilitate the conclusion of a collective agreement for universities.
The employer representative is the Association of Finnish Independent Education Employers (AFIEE).
National Conciliator Minna Helle will be in contact with the parties to the dispute and then decide on further action.
The work stoppage will not apply to the following tasks:
1. The strike will not include the necessary care and management of people, animals, samples and living collections; out-of-hours IT services referred to in chapter 4, section 20 of the collective agreement; and ICT framework management in the extent necessary for the immediate safety of real estate and living collections. The strike will not include research where a suspension of activities would result in considerable damage (such as a break in a long-term research series).
2. The strike will not include employees working or attending a conference abroad.
3. The strike will not include doctoral defence process participants (candidate, opponent and custos).
4.The strike will not include the vice-rectors of the universities.
At the University of Helsinki, the chancellor, rector, director of administration and director of human resources are not included in the strike as they represent the employer under the general collective agreement for universities.
Members of the following associations under the Public Sector Negotiating Commission JUKO ry are not included in the strike: Akava’s General Group (Akavan yleinen ryhmnä ry).
